    o Fact: The function of a formal purchasing procedure is not just to get the lowest price, but also to get the best value while complying with all local, state, and federal regulations.

    o Fact: Streamlining the purchasing process allows a beleaguered School District to more efficiently utilize the invaluable productive time of their team leaders and associates.

    o Fact: In many instances piggybacking can be much more efficient than starting a purchase from scratch with a request for bid or proposal. The time it takes to make a purchase is often cut from months to days to hours.
